Research Health Science Specialist
The employee will serve as a Research Health Science Specialist aligned under the Clinical Epidemiology Center (CEC), Research and Education Service, located at the Veterans Healthcare Administration in Saint Louis, Missouri. Duties will include, but may not be limited to the following:

Manages the day-to-day operations of the clinical epidemiology center including managing all research projects and lead them from inception to development, implementation, and successful publication.
Develops and plans all the scholarly and academic activities of the center including its annual symposium, its weekly seminar series, and other events as needed; develops metrics to measure outcomes related to operational efficiency, productivity and outcomes.
Administers planning processes and provides authoritative recommendations regarding possible need for revision of regulations and policies governing planning activities.
Contributes to the improvement of health care quality and outcomes through vigorous program of collaborative research and evaluation of health care interventions, innovations, and initiatives. Provides quantitative and qualitative assessment of projects, progress metrics, and evaluate barriers or obstacles to progress and develop solution to mitigate obstacles.
Develops evaluation tools of the programs components and analyzes the data; makes recommendations for improvement to management.
Manages the projects of the CEC, and is responsible to develop a working strategy to ensure smooth operational structure, and continued growth and success of this endeavor.
Develops a strategy to develop new projects, and develop avenues for additional funding, both local and other funding agencies.
Adheres to and ensures facility is in compliance with privacy, health information handling, computer security, and other information security guidelines.
Performs other related duties as necessary.

Experience managing the day-to-day operations of a Clinical Epidemiology center, including experience using qualitative knowledge of SAS and/or SQL software. This experience must be clearly supported by your resume to be creditable.
BASIC EDUCATION (TRANSCRIPT REQUIRED):
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Requires one full year of specialized experience equivalent to at least GS-9 grade level in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: working knowledge of the principles and practices of health services research; coordinating and managing day-to-day activities of research projects; developing strategies; conducting data analysis; performing database management using a variety of software; and identifying and analyzing issues and presenting recommendations. This experience must be clearly supported by your resume to be creditable.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED):
Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED):
Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of a Master's Degree (2 years) may be combined with experience.

The work is sedentary nature, with normal walking requirements to attend meetings or discuss issues with staff. The employee observes normal safety precautions while working. The position involves sitting at a computer workstation and the ability to operate a computer keyboard and basic office machines and telecommunications equipment.
Receiving Service Credit for Earning Annual (Vacation) Leave:
