Duties The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the Professional work category are at the Full Performance work level and are equivalent to those at the GS-13 level.  The selectees salary will be set within the grade equivalent to a GS/GG grade based on the selectees qualifications in relation to the job.***Salary Ranges shown do not include local market supplement  of  29.65%***The organizational location of this position is: AFELM, Los Angeles AFB CA **IMPORTANT NOTE:  ALL Current federal employees MUST provide their transcripts.  Failure to do so, will result in NOT BEING REFERRED.  If an applicant is qualifying based on education, your transcripts WILL BE required as part of your application.**  Duties:- This position will serve as a senior Air Force analyst, and will utilize scientific inquiry in the independent development of policy, guidance, and integration initiatives to support assigned projects, studies, or problems, including assisting in the development and documentation of operational concepts and strategies. Applies operations research knowledge in the planning, research, design, development, test, evaluation, integration, acquisition, dissemination, sustainment, modification, and/or exploitation of highly complex information systems to support the Air Forces mission objectives- The primary purpose of this position is to serve as a senior Air Force analyst providing professional and scientific expertise in performance of work requiring knowledge and application of engineering, mathematics, statistical analysis, modeling/simulation, and/or scientific principles, methods, and techniques. - Performs a broad range of operations research analyses and/or engineering assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches and or new technology. - Utilizes scientific inquiry in the development of policy, guidance, and integration initiatives to support assigned projects, studies, or problems. - Accomplishes professional development.  - Attends meetings, conference, briefings, and seminars related to program planning, advanced technologies, and support system concepts. - Other duties as assigned.ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.DoD Components with DCIPS positions apply Veterans Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. If you are a veteran claiming veterans preference, as defined by section 2108 of Title 5 U.S.C., you must submit documents verifying your eligibility with your application package.Qualifications In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENTS: Successfully completed a Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.NOTE--POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement.  If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. Knowledge of agency, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s) that deal with U.S intelligence information systems, requirements management process as defined by the Department of Defense Joint Capabilities Integration and Development System (JCIDS) and development of Initial Capabilities Documents.3. Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.4. Knowledge of security procedures to maintain control of classified material.5. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems.6. Ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.VOLUNTEER WORK EXPERIENCE:  Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).  Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.  ARE YOU USING YOUR EDUCATION TO QUALIFY? Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.3. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.4. Must have a bachelors degree in a related discipline such as computer or electronics engineering, computer science, or mathematics.5. A masters degree in a technical related field is highly desired.6. Positions which require polygraph testing as an inherent primary requirement of their position: Incumbent will be subject to periodic polygraph testing.7. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.   A newly appointed or reappointed employee may receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate.
