In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

*In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience Required (GS-11): One year of specialized experience which includes analyzing statistics related to personnel and manpower programs using automated systems; participating in the research of historical data to monitor trends in support functions; assisting in the development of methods and techniques to compile statistical data; and providing information to all levels of personnel on support requirements to comply with organizational guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education Substitution: Master's or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Research.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Specialized Experience Required (GS-12): One year of specialized experience which includes assisting in analyzing statistics related to personnel and manpower programs using automated systems; researching historical data to analyze trends in support functions; developing methods and techniques to compile and present statistical data; and advising all levels of personnel on support requirements to comply with organizational guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Specialized Experience Required (GS-13) One year specialized experience which includes; serving as a consultant and technical advisor to senior subject matter specialists and/or agency officials responsible for broad program operations; acting as the authoritative source of technical input to publications or other documents that are for forming public policy; executing and controlling projects that represent important segments of agency's operating programs and/or projects; providing significant and innovative recommendations for advancing programs and/or methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).There is no education substitution for the GS-13 position.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
