Summary

Position is located in the Office of Field Operations, Columbus Field Division, Indianapolis POD in Indianapolis, IN.

Performs training assignments at the lower grade levels (9) to develop the incumbent for higher grade level intelligence research work. At the GS-11 level Performs work in the collection, analysis, evaluation, interpretatioin, and dissemination of information on conditions, trends, and forces in foreign and domestic areas that directly or indirectly affect the national security. Performs as an experienced all-source analyst, with responsibility for the project and activities within a specifically defined geographical or functional area of responsibility.

These positions requires the Intelligence Research Specialist, upon selection, to sign a mobility statement as a condition of employment. This means management reserves the right to assign or reassign employees assigned in this position or an associated career ladder position. Such an assignment or reassignment may include a permanent change station, as necessary, to accomplish the mission critical goals and objectives of ATF. The selectees must also attend a 4 week intelligence training course.

Note: Although the full promotion potential of these positions is GS-13, promotion to this level is not automatic nor guaranteed. In order to advance, employees must meet ATF's performance standards and demonstrate the potential to perform work at the GS-13 level to be promoted. The successful candidates will be provided with additional information regarding advancement once hired.

Responsibilities

GS-09

Assists senior IRS’ in liaison services and the debriefing of sources, individual(s) arrested, and/or detainees to exploit the intelligence information for analysis.

Assists in the development and maintenance of computerized intelligence databases to meet the specific needs of the division and to generate statistical and relational reports for division managers and for Headquarters programs and projects.

Performs analysis to include collation of raw, primary and secondary data derived from various sources such as automated data base systems, operational intelligence reports, miscellaneous communications, case files, internal and external automation systems, and other sources.

Collects operational intelligence reports from various Federal, State, and local government and law enforcement agencies.

GS-11

Under the guidance of a senior Intelligence Research Specialist or Special Agent, clarifies the nature of investigative intelligence indicators, provides investigative leads, requests data to substantiate or verify information, suggests possible new avenue of investigation, and researches information for use in responding to collateral requests.

Performing complex analyses of raw primary and secondary data queried from various sources, i.e. internal and external automated data base systems, intelligence reports, and case files.

Providing detailed analytical reports of the activities of crime groups.

Conducting validation of sources and evaluates information derived from cooperating witnesses, assets, and informants, and preparing production reviews of asset/ informant/ cooperating witness validation efforts.

Accessing local and national intelligence information databases to respond to and validate requests for information.

Developing and maintaining computerized intelligence databases to generate statistical and relational reports.

Makes recommendations for modifications and improvements to existing systems and establishes new collection techniques for unique investigations.

Performing liaison and coordination functions with counterparts and personnel throughout the intelligence and law enforcement communities.

Responsibilities will increase and assignments will become more complex as your training and experience progresses.

Occasional travel - Travel includes providing on-site analytical support during missions in the field or with other counterpart agencies during significant events. The duration of the travel may be approximately 30-days or more.

GS-09: Must have one year (52 weeks) of specialized experience at or equivalent to the GS-07 grade level in the Federal Service performing duties such as fundamental experience of research techniques to conduct fact-finding, experience of technical or operational aspects of assigned subject-matter area, and experience of intelligence techniques and sources OR Master's or equivalent graduate degree in a field of study related to this position or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR combination of education and experience.

GS-11: Must have one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level in the Federal Service performing duties such as: Using a variety of intelligence-gathering methods, compile and analyze intelligence information to support operations, as well as draft complex reports that contain original analyses. Further, brief other law enforcement and intelligence agencies on a variety of intelligence topics and maintain and modify intelligence databases to generate reports. Finally, provide guidance to junior personnel within the organization. OR Ph.D or equivalent doctoral degree or three full years of progressively higher level graduate education leading to degree, in a field of study related to this position such as social sciences, business and public administration, behavioral sciences, and sociology or other field of study that provides them with the knowledge, skills and abilities to successfully perform the duties of the position OR LL.M., if related OR Combination of education and experience listed above.
