Minimum Qualifications

Interested candidates must currently be reachable on the Program Research Specialist 3, SG-23 list OR be eligible to transfer under Section52.6 of the Civil Service Law.

Duties Description

· Research and Statistical Analysis:

o Plan, design, schedule and monitor research and data collection projects.

o Design and oversee the systems and procedures aimed at preventing the reporting, calculating or paying inappropriate or incorrect retirement/disability/death benefits.

o Lead staff in utilizing data analysis tools such as SQL, ACL and Arbutus to write data analysis and data collection queries for Retirement System data.

o Direct employer-specific activities in identified key areas of vulnerability (such as employee reporting, earning limits, disability and death benefit payments).

o Create, test and implement technological tools that aid in the processing of determinations and other compliance related issues.

o Lead the collection and analysis of relevant data to identify areas where employers participating in the Retirement System are not adhering to criteria.

o Collaborate with Bureau staff to develop new tools and data query methodologies that can improve the efficiency of the Bureau’s work.

o Edit and finalize reports containing the findings of the research and analysis, including a summary of evidence and a conclusion.

o Oversee research current Retirement Services’ criteria and identify areas of risk for further review.

· Strategic Initiatives:

o Review, analyze and make recommendations on proposed and recently enacted legislation, which relates to the designated areas of responsibility within the Pension Integrity Bureau.

o Apply knowledge of the Retirement and Social Security Law (RSSL), New York Codes Rules and Regulations (NYCRR), policies and procedures that govern the Retirement System. In the absence of adequate governing criteria, work with Bureau management to add or clarify policies and procedures necessary to resolve cases.

o Study the proposed and enacted legislation to determine the impact on employers participating in NYSLRS.

o Interpret enacted legislation to enable employers of NYSLRS to comply with the changes.

o Study the changes from MEBEL to PeopleSoft to determine the impact of the changes on the Retirement System operational groups.

o Develop recommendations for effecting compliance of other Retirement Services operational bureaus with NYSLRS requirements.

o Develop recommendations to assist other Retirement Services’ operational groups meet their goals and objectives.

o Research established current legislation to identify areas of risk needing review by other Pension Integrity Bureau Teams.

· Provide Training and Technical Assistance:

o Provide technical assistance to Retirement System operational Units to develop revised processes to meet the changing criteria/needs of the Retirement System.

o Provide technical assistance to employers participating in the Retirement System as needed.

o Provide on-the-job training to assigned staff as needed.

· Planning and Communication:

o Plan and develop research topics and NYSLRS policy recommendations.

o Develop and implement appropriate analytical methods, study procedures and methods of presenting research projects.

o Continuously collaborate with other Retirement System operational units’ representatives in a clear, concise and professional manner.

o Draft briefings, correspondence and other communication, as requested by the Bureau Director.

Additional Comments

Possess an excellent working knowledge of all the Division’s processes (including membership, retirement, arrears, tier reinstatement and benefit calculations) necessary to determine the nature of complex problems, diagnose the causes and facilitate the resolution of difficult or unprecedented cases.

· Have a good working knowledge of applicable databases including MEBEL, Pension Integrity Employer Reporting (PIER), Elected and Appointed Officials Reporting (EAOR) and Independent Contractor versus Employee (ICE).

· Understand, identify and apply statistical analysis tools, as appropriate.

· Possess excellent written and oral communication.

· Ability to work in a team environment as well as independently.

· Possess a strong familiarity with Microsoft software (i.e., WORD, EXCEL, ACCESS).

· Possess strong critical thinking skills.

· Ability to develop interpersonal relationships throughout the Retirement System.

· Must be flexible and adaptable.

NOTE: Compressed workweek may be allowed upon probation completion.
