Current Department of Health employee with permanent or contingent-permanent status as a PRS 4 (HSA) OR NYS employee with one year of permanent or contingent-permanent service as a PRS 4 or in a G-25 or higher title, deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Preferred Qualifications: Knowledge of health information technology, interoperability standards for electronic health records, and, quality measurement through electronic health records. Proficiency in the use of statistical packages (ex. SAS or R); SQL; and, Microsoft Excel, Word and Power Point. Work experience and/or coursework in statistics, public administration, health economics, health administration or health services research. Professional experience in evaluation design and implementation, data collection, analysis, budgeting, contractor oversight, health policy, and public presentations of findings. Excellent written and oral communication skills.
The Program Research Specialist 4 (PRS4) will be assigned to the Office of Quality and Patient Safety (OQPS), Division of Health Care Innovation. Working under the direction of the Division Director, the PRS4 will support the New York State Department of Health's implementation and oversight of the Statewide Health Information Network for New York (SHIN-NY). Specific duties will include developing and implementing an evaluation plan for the SHIN-NY; oversight of Qualified Entities (QEs) work implementing the SHIN-NY and their performance reporting; conducting research and developing metrics to assess SHIN-NY performance; and coordinating state and federally funded analytics activities. The incumbent will use evaluation findings to contribute to improvement initiatives and to develop policy and guidance.
